The situation facing digital leaders at UK regulatory bodies right now is an interesting one and I don't think it gets talked about enough.
Accountability without a playbook
The UK government made a deliberate choice not to create a single AI regulator. Instead, it handed responsibility back to existing sector regulators, asking them to apply AI principles within their own remit, using their existing powers.
In effect, regulators have been given accountability for AI without being given a clear operating model for how to exercise it.
No unified rulebook. No central body to look to for guidance. Just your organisation, your governance framework and your data.
That leaves leadership teams and boards navigating a new kind of pressure: the expectation to move forward with AI, without the certainty required to do so safely.
Pressure before clarity
A private members bill currently before the House of Lords proposes that any business using AI must appoint a designated AI officer. While the bill in its current form lacks government backing, it reflects growing pressure for formal accountability.
Meanwhile, a government-backed AI Bill, initially expected in early 2025, has been pushed back to May 2026 at the earliest.
So while the regulatory framework remains unfinished, the expectation to act is already here. The government’s pro-innovation approach means the direction of travel is clear.
Engagement with AI is no longer optional but clarity on how to do so responsibly is still emerging.
Asked to lead before being ready
You can’t afford to get it visibly wrong, because the organisations you regulate are watching how you operate. Your approach to AI doesn’t just affect internal efficiency it sets a behavioural signal for the sectors you oversee.
At the same time, the questions being asked in the boardroom are often strategic:
- Where are we using AI?
- Where should we be using it?
- What are the risks of not moving?
But the reality of implementation sits elsewhere.
IT, risk and governance colleagues, want to understand exactly what’s being proposed before anything gets near a live system.
And that’s where most AI initiatives stall. Not because of technology limitations, but because organisational readiness hasn’t caught up with strategic expectation.
Readiness matters more than ambition
Working with several of regulated organisations, what we’ve consistently found is that the most useful thing we can do at this stage isn’t to arrive with a solution.
It’s to understand whether the organisation is structurally ready to absorb one.
That means:
- Looking at where teams are overloaded with manual work
- Understanding what the content estate actually looks like beneath the surface
- Asking honest questions about data quality
- Assessing governance readiness
- Understanding the internal appetite for change
Because all of these factors determine whether an AI investment creates value or simply introduces new risk under the banner of progress.
Sometimes the answer at the end of that process is: "Not yet."
In our experience, that is just as valuable as a green light.
Because it protects organisations from spending money on the wrong thing at the wrong time and gives leadership a defensible position when the pressure to “do something with AI” starts to build.
The trust burden regulators carry
The regulatory sector carries a weight that most private sector organisations don’t.
The decisions you make about AI and the way you're seen to make them have implications not just for your internal operations, but for the trust of every registrant, member or professional body that looks to you.
In this environment, moving prematurely can be just as damaging as moving too slowly. Getting it right matters more than getting it done quickly.
